Participant's Guide


Many of you will be coming to NWA for the first time. This page contains some useful information that is intended to make you familiar with the conventions and procedures in vogue at NWA. We suggest that you read the following pages carefully before you arrive at National Water Academy, Pune. You may also download the printable version of this entire information. We do hope that your stay with us will be pleasant and rewarding.

Location

National Water Academy is located on the western side of the Pune city on Pune-Sinhghad Road near Khadakwasla village. It is 12 Kms. from Swargate, 18 Kms. from Pune Station and 29 Kms. from Pune Airport.

Arrival

Reaching NWA campus is perhaps the only difficult part of attending a program at NWA. Although we are trying to make available transport on arrival, presently we are unable to do so, particularly when participants arrive individually. Transport to railway station/ bus station is usually provided on the day of departure. Participants will have to make their own transport arrangements to reach NWA.


Khadakwasla being outside Pune limits, three-wheelers may sometimes be reluctant to come or charge something extra. Pre-paid service is available at Pune railway station and airport and is the best option. A reasonably good bus service is available from the Railway station (Route No. 49); from Shaniwarwada in city center (Route No. 50, 51 and 52). These last three routes also come via the Swargate inter-state bus terminus. The bus service runs upto 2230 Hrs. Facility of Radio Cab is available in Pune. ( OLA cabs : 020-33553355; Easy ride cabs : 020-27400800; Wings cab 020-40100100 ). Facilty of pre-paid taxi is also available from Pune Airport. The NWA campus is located right on main road, with a bus stop close to the hostel entry gate, and therefore there is no distance to be walked from the bus stop. Check-in desk at the hostels operates round the clock.


Reaching NWA when arriving in Pune at late night can be a little difficult. Although Pune is generally considered a safe city, NWA is located somewhat outside the city limits and travel at midnight is not exactly the best thing to do.


As a policy, NWA requires the participants to attend the program completely, from first session to the last session. Attendance certificates are given only to the participants who attend thus. For this, it is advisable to arrive a day before and plan the departure after 1700 hours of the concluding day. Accommodations allotted to Participants should normally be vacated within 24 hours after the conclusion of the course to facilitate preparation for receiving the next group of participants.


Core Faculty at NWA


Ashok Kumar Kharya, Chief Engineer


Mr. Kharya joined Central Water Engineering Service (CWES) in 1988 after completing his Masters in Stress & Vibration Analysis from MANIT, Bhopal. He has done his Bachelors in Civil Engineering from Engineering College, Rewa. After joining services he has been put to field assignment of hydrological data collection and flood forecasting for about three years.

He is working in the field of water resources sector since last 32 years in various capacities. He looked after climate change issues pertaining to water resources in India, for about 10 years as Director in Central Water Commission. He has been instrumental in preparing the National Water Mission document by way of contributing to the surface water management section drafted by a sub-committee which was served by Mr. Kharya as its Member-Secretary. Prior to the Mission document in June 2008, CWC published a document viz. "Preliminary Consolidated

Report on Effect of Climate Change on Water Resources" which was drafted by him. He has co-authored "Water Resources Assessment - A National Perspective" - A technical guide to water resources engineers and planners being published by NRSC, Hyderabad. He has completed studies for preparing plans for adaptation for impacts of climate change on water resources in association with Asian Development Bank and worked on another study "Operational Research for Integrated Flood Management" with ADB. He has drafted Handbook for "flood protection, anti-erosion and river training works" a CWC's publication and Terms of Reference for "Water Use Efficiency Studies and Preparation of DPR for Improvement of Water Use Efficiency in Irrigation Projects" a NWM Secretariat's publication. He has represented Central Water Commission in various workshops, seminars etc. on the issues related to impacts of climate change on water resources.

Government of India placed services of Mr. Kharya as Executive Director (Technical) with Pancheshwar Development Authority in Nepal, a bi-national entity between India and Nepal for implementation of Pancheshwar Multipurpose Project envisaging an installation of 5040 MW of hydropower generation and irrigation to about 0.37 MHa. He shouldered additional responsibilities of Executive Director (Finance) in PDA and put the very foundation for basic functioning of the Authority. Later, he was given the responsibilities of Additional Chief Executive Officer of the PDA. He spent about 3 years on these assignments.

Mr. Kharya has worked for mathematical model development particularly for flood forecasting using MIKE-11 for about three years and for river data management of the country for about one and half year as Director in CWC, New Delhi. He has been actively involved in the constitution of "North-East Water Resources Authority (NEWRA)". He was involved in implementation of the word bank aided project viz. Hydrology Project-II, particularly CWC's component of development of Hydrological Design Aid (HDA). He spent around three years in Brahmaputra and Barak basins of North-east India collecting hydrological data and issuing flood forecasting as Superintending Engineer at Guwahati. He also coordinated with China, Bhutan and Bangladesh for data collection and transmission of flood warnings as per bilateral arrangements with these countries.

He was assigned with water resources management of the Teesta basin in the North-east part of India including flood management in the basin and adjoining sub-basins in North Bengal as Chief Engineer posted at Kolkata for about 1.5 years. He also looked after a field unit of CWC working in Bhutan for various water resources issues including of hydropower. He served Indus basin in north India as Chief Engineer for about 5 months.

As an Executive Engineer, he was involved in field investigations and preparation of Detailed Project Report of Pancheshwar Multipurpose Project - a joint project between India and Nepal for about four years. Prior to his field stint, he worked in Project Appraisal Directorate for techno-economic examination of Major & Medium Irrigation and Multipurpose Projects.

He is a member of Institution of Engineers (INDIA), Fellow member of Indian Water Resources Society, Indian Water Works Association and Indian Geotechnical Society (Delhi Chapter).

S.N. Pande, Director


Shri S N Pande completed his B. Tech in Civil Engineering from G.B. Pant University of Agriculture and Technology, Pantnagar. He attended M.E. ( Geotechnical Engineering) at University of Roorkee. He belongs to ESE 1993 batch of Central Water Engineering (Group 'A') Services. In his professional career in CWES, he has worked in various capacities in Central Water Commission and Ministry of Water Resources, River Development & Ganga Rejuvenation. He has about 24 years experience in different areas of water sector.

During his initial years of service, as Assistant Director, he contributed towards multipurpose multi-reservoir simulation modeling studies for optimization of hydropower and trade off with conservation needs, irrigation supplies etc. using Mathematical models etc. Also contributed in various publications like "Real Time Integrated Operation of Reservoirs", "Drought - a Natural Disaster", "Reservoir simulation studies for Tipaimukh HE Project, June 2000" etc.

As Deputy Director he was involved in Integrated River Basin Planning & Management studies using advanced engineering/software tools e.g. simulation models, hydrologic models, database models, GIS etc. He also did various projects such as "A Demonstration Study on "Integrated River Basin Planning & Management of Sabarmati Basin of Gujarat State in India" using River Basin simulation Model "DSS RIBASIM" under the aegis of Hydrology Project phase-I ; Assessment of water use for food, People and Environment in Sabarmati Basin (Gujarat) and Brahmani Basin (Orissa) etc.

As Executive Engineer, he has worked in Sikkim Investigation Division, CWC & carried out survey and Investigation works of Hydropower Projects. He contributed in preparation of "DPR of Rangit Hydroelectric Project Stage IV, Sikkim", CWC. He also contributed in submission of Prefeasibility Report of of Rangit Stage II. He also worked as a Deputy Director in Instrumentation Directorate, CWC in D&R Wing .

As Director, he was involved in technical appraisal of cost estimate of flood control, water supply, and civil works of Hydroelectric Projects for consideration of TAC of MoWR and TEC of CEA, Ministry of Power respectively.

He worked as Senior Joint Commissioner in Ministry of Water Resources, RD&GR, where he dealt with International Matters in the Field of water Resources Sector with China and Bhutan and matters Related to Hydro-power Development in North eastern Region of India, Clearance of Detailed project Reports from International angle etc.

He joined as a Director (Designs) in National Water Academy, Pune in September 2018.

Milind Panpatil, Director


Milind Panpatil did B. Tech in Civil Engineering from Victoria Jubilee Technical Institute (VJTI) Mumbai in 2000.He secured the first position in B.Tech in Mumbai University. After a brief stint in construction of a National Highway Project, he worked with a RITES Ltd., Govt of India Enterprises in 2000.

As a Assistant Manager, during a period of 2000 to 2004, he was dealing with design and construction of a mega National Highway project. He has extensive professional experience in various spheres of Civil Engineering. Presently, he is working as a Director, National Water Academy, Pune. Milind Panpatil joined the Central Water Engineering (Group 'A') Services (CWES) through UPSC Engineering Services, 2002 of Central Water Commission (under Ministry of Water Resources, Govt of India) as Assistant Director in 2004 (CWES-2002 batch). In CWES, he has worked in Central Water Commission, Ministry of Water Resources and National Water Academy, in diverse areas. As a Assistant Director, during a period of 2004 to 2006 he served in Design and Research wing of CWC, New Delhi and has been associated with many important analyses & design assignments in the field of Hydrology. As a Assistant Commissioner, during a period of 2006 to 2008 he served in Brahmaputra & Barak Wing of Ministry of Water Resources, New Delhi and has been associated with India-China, India-Bhutan, North East Water Resources Authority and River Basin Organizations.

As a Deputy Director during a period of 2008 to 2008 in National Water Academy,Pune has been coordinating the programs on Analysis & Design of Gravity Dam Aspects (on various components of Water Resources Projects; like dams, hydropower structures, hydro mechanical equipment, barrages & canals). As a Executive Engineer during a period of 2008 to 2012 in Upper Krishna Division, Krishna and Godawari Basin Organization, Central Water Commission at Pune was responsible for the hydrological observations at 28 sites under 6 Sub- Divisions which were spread over the Maharashtra, Karnataka & Goa. Besides, he was also responsible for the Morphology survey work of the whole Krishna River about 1300 km.

As a Deputy Director (Administration& Coordination) during a period of 2012 to 2015 in National Water Academy (NWA) Pune , he is not only the in-charge of Administration and Coordination of NWA but also the core faculty as well as Drawing and Disbursing Officer (DDO) of NWA, Pune. As a Deputy Director during a period of 2015 to 2016 in Appraisal Directorate in Monitoring Central Organization, Central Water Commission, Nagpur was responsible for Monitoring and Appraisal of Water Resources Projects in Krishna, Godawari and Tapi Basins in Maharashtra States. As a Superintending Engineer during a period of 2016 to 2020 in Monitoring Central Organization (MCO), Central Water Commission, Nagpur was responsible for overall administration and coordination of MCO, CWC, Nagpur as well as Hydrological Observations at 64 sites under 1 Division and 4 Sub- Divisions which were spread over the Maharashtra, Telangana & Madhya Pradesh. As a Director in additional charge during a period of 2019 to 2020 in Appraisal Directorate in Monitoring Central Organization, Central Water Commission, Nagpur was responsible for Monitoring and Appraisal of Water Resources Projects in Krishna, Godawari and Tapi Basins in Maharashtra States.

During his 20 years professional service, he gained the experience in multi discipline fields like Construction, Project Hydrology, Hydrological Observations, Flood Forecast, Morphology Survey, Project Appraisal, Project Monitoring, Administration, Establishment, Finance, Accounts and Coordination etc. He also attended the international Training Programme on "Managing Water Organisations" at UNESCO-IHE-Delft, Netherland during the year 2016.

Harish Umbarje, Director


Shri Harish Umbarje, Director, National Water Academy is a 2004 batch CWES Officer. He is Bachelor in Mechanical Engineering from Dr JJ Magdum Engineering College, Jaysingpur, Kolhapur, Maharashtra. He worked in various capacities in Central Water Commission and has experience in different fields of Water sector.

During his tenure as Assistant Director worked in Gates Design (NW&S) - was involved in the preliminary and detailed design in respect of hydro mechanical structures such as gates, hoists etc. which include preparation of technical specifications, scrutiny of manufacturer's design and drawings.

As Deputy Director in Software Management Directorate responsible for providing hardware and software support including up-gradation, network and internet management, training manpower in IT aspects in CWC headquarters, procurement of computer hardware and software for CWC and maintaining CWC website.

And as Executive Engineer, at SWRD Kochi and UKD Pune, responsible for, carrying out hydrological observations (Gauge, Discharge, Sediment & Water Quality) with a network of river observation stations; processing, storage & retrieval of hydrological data and implementation of Coastal Management Information System in the state of Goa and Maharashtra. Has conducted three times Morphology Survey for River Krishna.

He worked as Chairman of the Subcommittee Mullaperiyar Dam.
He joined as a Director in National Water Academy, Pune in January 2020.

S.P. Singh, Deputy Director


Sh. S.P. Singh belongs to ESE 2008 Batch of Central Water Engineering (Group 'A') Services. He completed his B.Tech in Civil Engineering from B.I.E.T. Jhansi in 2003 and M.Tech (Hydraulics and Water Resources Engineering) from IIT Kanpur in 2005.

He worked as Engineer (Project) in MRPL-ONGC from 2006 to 2011 in Phase-III expansion project of the refinery. There he was involved in Project Management related works along with site survey, soil investigation, site grading and infrastructure development work of the whole project and construction of civil and structural part of Crude Distillation Unit (CDU)and Delayed Coker Unit (DCU).

After joining Central Water Commission in 2011 he was posted in Thermal Civil Design (TCD) Division of Central Electricity Authority (CEA). There he was involved in Design of Equipment Foundations of Electric Sub-stations and transmission line towers. He was also involved in site selection of upcoming Ultra Mega Power Plants and the preparation of Model Tender Documents for thermal power projects.

After Promotion as Deputy Director in 2015, he was again posted in TCD Division of CEA where he worked for Assessment of RCE of Thermal Power plants along with Monitoring of Fly Ash Generation of all the Thermal Power Plants in India. He was transferred to Monitoring and Appraisal Directorate of Central Water Commission, Lucknow in 2016 where he was involved in appraisal of projects proposed by the Govt of Uttar Pradesh under various schemes of DoWR,RD &GR under Ministry of Jal Shakti. He was also involved in Monitoring of Saryu Nahar Pariyojana (National Project) and Bansagar Canal Project.

He joined as a Deputy Director in National Water Academy (NWA), CWC, Pune in January, 2020.

Chaitanya K S, Deputy Director


Sh. Chaitanya K S completed his B. Tech in Civil Engineering from Indian Institute of Technology, Delhi. He belongs to ESE 2011 batch of Central Water Engineering (Group 'A') Service.

He joined Central Water Commission (CWC) as Assistant Director in January 2013. Before joining CWC, he worked as Manager (Engg) in Hyderabad Metropolitan Water Supply & Sewerage Board (HMWSSB) for 3 years.

As Assistant Director in the Inter-State Matters Directorate, CWC, New Delhi, he was involved in Appraisal of DPRs/PFRs of Major and Medium Irrigation and Multipurpose projects pertaining to peninsular river basins from inter-State angle, assisted the Supervisory Committee on Cauvery, Supervisory Committee on Babhali Barrage and Negotiation Committee on Mahanadi river water sharing dispute. He was also involved in the updation of CWC publication 'Legal Instruments on Rivers in India- Vol III' on Agreements on Inter-State rivers in India which is only one of its kind of compilation.

As Deputy Director in the Inter-State Matters-2 Directorate, CWC, New Delhi, he was involved in appraisal of DPRs/PFRs of Major and Medium Irrigation, Multipurpose projects, Hydro-Electric projects and water supply proposals for Thermal and Industrial projects in Ganga, Indus and Brahmaputra basins from inter-State angle, provided assistance in matters related to cooperation with other countries in water sector, in conducting various inter-State meetings regarding sharing of Ravi-Beas waters and the Negotiation Committee on the water sharing dispute related to Tilaiya Dhadhar project.

As Deputy Director in the Water Management Directorate, CWC, New Delhi, he was involved in preparation of weekly bulletin on reservoir live storage status in India and participated in the meetings of Crop Weather Watch Group (CWWG)/Crop Weather Watch Group for Drought Management (CWWGDM). He was also instrumental in preparing a road map for inclusion of more no. of reservoirs under CWC-Reservoir Storage Monitoring System (RSMS).

Apart from regular work, he made paper presentations on water policy related issues in two editions of India Water Week(IWW) organized by the Ministry of Jal Shakti, GoI and in the 3rd World Irrigation Forum organized by International Commission for Irrigation & Drainage (ICID) at Bali, Indonesia in September 2019. He co-authored two papers viz., 'Efficient and Productive Use for Sustainable Water Resources Management in India' (3rd World Irrigation Forum, September 2019) and 'Policy Interventions and Institutional Reforms for Sustainable Water Management' (2nd International Conference on Sustainable Water Management, November 2019).

He joined as a Deputy Director in National Water Academy (NWA), CWC, Pune in October 2020. His areas of interest include Remote Sensing of Natural Resources, Geospatial Analysis, Water Policy related matters, Integrated Water Resources Management, Transboundary Cooperation and Management of Water related Conflicts

G. Srinivasulu, Deputy Director


G. Srinivasulu , Deputy Director, National Water Academy is a 2012 CWES officer. He has joined as Assistant Director at CWC Headquarter, New Delhi in March 2014. He holds degree in Bachelor of Engineering (Civil Engineering) from S.V.University, Tirupathi and M. Tech in Structural Engineering from Indian Institute of Technology Bombay.

He has been awarded with gold medals for being overall topper in Civil Engineering at Graduate level. He has also been awarded IITBHF He attended Monsoon School on Urban Floods at IISc Bangalore in the year 2016. Before joining CWC in the year 2014, he has worked as Assistant Executive Engineer for a brief period in Road & Buildings Department, Govt. of Andhra Pradesh and involved in planning, design, tendering and execution of construction works.

He has started his carrier in CWC as Assistant Director in Design & Research wing of Central Water Commission (HQs) at New Delhi and associated with appraisal, design, planning and preparation of construction stage drawings of embankment dams including intake well.

Later on, he has worked as Assistant Director at Monitoring South Organization, CWC, Bangalore for a period of 2 years and played a pivotal role in appraisal of Minor Irrigation projects, inspection of major & medium irrigation projects, assessment of water potential in Palar basin using RS tools, processing of Central Assistance to AIBP projects. He has also associated with rolling out of PFMS, floating of e-tenders/NIQs in the capacity of DDO.

He has good command over e-Governance tools such PFMS, e-office, e-GeM, e-tendering etc., accounts and establishment matters.

His areas of interest include Research in Structural Engineering, E-Governance tools such PFMS, e-GeM, e-Office, E-tendering etc., Emerging Concepts of Water Management, Hydro informatics tools such asArcGIS, Mike-11, Mike-She, Mike-21, Mike-Mouse, HEC-RAS, HEC-HMS, Infoworks CS/RS/2D, Neuroshell, EPANET, Water CAD etc.
